For older editions, WotC allows PDF sales. For 5e, they generally do not. However, you can find legacy Tomb of Annihilation content (from the D&D Classics line, like the 2e module The Jungles of Chult) on DriveThruRPG. For the 5e version, you are out of luck for a legal direct PDF.
