Even if you successfully find a .CAB file and install it on your HTC Windows Mobile 6.1 device today, you cannot use WhatsApp.
Here is why:
On Windows Mobile 6.1 (often abbreviated WM6.1), applications are not distributed via an "App Store" as we know it today. Instead, they come in Cabinet (CAB) files.
