These characters make the final boss look like a random encounter.

Why D Tier: Let's address the elephant. Jowy is S-Tier while he is in your party (he has the Black Sword Rune). After he leaves, if you re-recruit him in the epilogue, he returns with none of his gear and his rune is sealed. He becomes a generic soldier with bad stats. Why A Tier: The circus duo. Individually, they are B-Tier. Together, they unlock the "Pretty Girl Attack" (with an optional third girl). This Unite Attack hits all enemies for massive damage and costs almost no HP. They also join extremely early (Ryube Village). They fall off slightly in the final dungeon, but they dominate the mid-game.

Good for the mid-game or specific boss fights. No shame in using them. These characters make the final boss look like

Best physical setup: Double-Beat + Double-Strike + Fury (Killey / Sheena).
Best magic setup: Flowing (heal) + Rage / Cyclone / Thunder on high-MAG characters (Luc, Mazus, Rina).
Best tank setup: Rage (counter) + Earth (defense) on Humphrey / Oulan.

Do not invest time here. Use them as convoy slaves or castle guards. Why D Tier: Let's address the elephant

Why C Tier: Separately, terrible. Together, they have a fantastic healing unite ("Twin Kiss"). However, that requires two party slots. Just use Riou's Bright Shield Rune instead. They are the "trap" for new players who think love > efficiency.
