In theory, a "downgrade tool" would allow you to force your PS4’s Syscon (System Controller) chip to ignore the "anti-rollback" fuses. Every time Sony updates your console via a legitimate system update, it blows electronic "fuses" inside the chip. Once a fuse is blown, it cannot be un-blown. Firmware 1.00 requires zero blown fuses.
