When we say "highly compressed," we are usually referring to converting a standard .ISO file to a .CSO (Compressed ISO) format, or packaging it in a 7-Zip or WinRAR archive.
Solution: The compression corrupted the bootstrap. You need to uncheck "Fast Memory" (Unstable) in PPSSPP > System.
