Look for a "No-CD" or "Cracked" version of the game. Since the original CD copy had SafeDisc DRM, which Microsoft disabled in Windows 10 for security reasons, you need a cracked executable to bypass the disc check.
Right-click Hulk.exe > Properties > Compatibility: hulk 2003 pc download
