This is the flagship component of the 1.10.163 update. Previously, Fallout 4 ran on new hardware via backward compatibility, limited to the specifications of the PlayStation 4 and Xbox One.
Valve’s Steam client includes a hidden console that allows you to download old game depots. You will need access to the account that owns Fallot 4.
Step-by-step guide:
Type each command sequentially:

Wait for the download to finish. Steam will show a completion message with the local folder path (e.g., C:\Program Files (x86)\Steam\steamapps\content\app_377160).
Copy all files from these three folders directly into your main Fallout 4 folder (e.g., ...\steamapps\common\Fallout 4), overwriting when prompted.
Set Steam to Offline Mode or disable automatic updates for Fallout 4 (Properties > Updates > "Only update this game when I launch it" – and then always launch via F4SE).
