Since resetting is so hard, here is how to build characters correctly the first time:
When you use a Scroll of Re-specialization on a character (right-click it in your inventory), the game resets all of that character’s passive skill points to zero. You will then be allowed to reallocate those points from scratch.

Partially. If you chose weak active abilities, the Tome of Experience is a lifesaver. However, if you misallocated your base stats (Strength, Dexterity, Intelligence) or General Skills (putting 10 points in Ranged on a melee character), the Tome does nothing for you.
Reality: You are confusing level-based skill points with use-based skill points. In Dungeon Siege 2, skills increase by using them (e.g., swinging a sword raises Melee). A respec resets only the points you manually allocated. Your base skill levels (gained through use) remain. You are not losing anything; you are just reallocating the bonus points.
